Council adopts consolidated planned-unit-development ordinance, raises small-business size limit

The Spokane City Council voted 7-0 to adopt Ordinance C-36867, which consolidates two interim zoning ordinances regulating planned unit developments and updates the municipal code to reflect recent standards. Staff planner Spencer Gardner told the council the ordinance merges parallel changes adopted last year and adds updated standards such as angled setbacks and building footprint flexibility.
Gardner said the measure also increases the allowable size for neighborhood-serving commercial uses inside a PUD from 5,000 square feet to 10,000 square feet to make such businesses “more viable.” There was no public testimony during the final-reading hearing; after a motion to close the hearing, the council moved to adopt the ordinance without further comment.
The ordinance is intended to streamline administration by combining interim ordinances that modify the same section of the code, provide clarity for applicants and the public, and ensure consistency with newer code provisions. The council adopted the ordinance on final reading by a unanimous vote. The ordinance will be implemented by city planning staff as part of the ongoing Build Spokane code-update process.
