The Blackhawk County Board of Supervisors on May 19 voted to pause an immediate purchase of audiovisual equipment for the county's basement conference room and instead direct staff to open a formal request-for-proposals process after several supervisors said the item was brought up on short notice and outside the county's normal procurement routine.
