County library proposes single service point, says changes could save about $105,000 annually

Davis County library leadership presented a staffing reorganization at the May 19 work session that would merge reference and circulation desks into one front-service point and test a new branch location, with an estimated fiscal benefit of about $105,000 per year.
Josh, the library presenter, said the change would let staff handle "90% of the interactions" at the front desk and that "92% of the interactions are less than 5 minutes," allowing more meaningful work for higher-skilled staff and improved patron flow. He said the plan would reduce about 4.8 full-time-equivalent positions, dropping systemwide FTEs from roughly 84 to approximately 79.2.
Commissioners clarified whether the $105,000 is an actual reduction in expenditures or a reduction in budgeted positions. Josh answered that the savings come from relinquishing budgeted positions that are currently vacant; some of the savings would be realized this year depending on vacancy timing, while other funds likely would be reallocated to enhance services rather than produce a one-to-one drop in year-to-year expenditures.
The proposal includes reclassifications and a phased hiring plan tied to opening a test branch in West Holladay (description in the memo). Library managers and supervisors were included in planning, and presenters said no reduction in open hours was planned.
Commissioners indicated support for the concept and asked staff to circulate the detailed memo and presentation to the commission for further review. The staff member who introduced the agenda block said the change did not require a separate appropriation because it relied on existing vacancy savings.
No formal action or vote was taken at the work session.
