House advances charter-school accountability amendment requiring authorizer transparency

Lawmakers advanced a sweeping amendment to Senate Bill 454 that would impose new transparency, ethics and financial-accountability requirements on charter-school authorizers while preserving charter schools’ instructional autonomy. Miss Erickson, speaking for the bill’s sponsors, told the House that the amendment to Senate Bill 454 replaces the bill’s text to add a package of authorizer accountability measures while leaving charter schools’ instructional authority intact. "Authorizers must review admission policies," she said, and new requirements would subject authorizers to the Freedom of Information Act, require disclosure of management contracts and prohibit authorizers from contracting for services over which they have direct oversight.
