Walton County TRC conditionally approves multiple development orders, continues several for more review

The Walton County Technical Review Committee met May 20 and conditionally approved several minor development orders while sending others back for additional reviews or title work.

Major outcomes included conditional approvals for Grand Point West Phase 2, Silver Place, The Hideout and several other residential and commercial projects contingent on applicants addressing outstanding planning, engineering and environmental comments. The committee also advanced multiple wireless-telecommunications development orders for county and public-safety partners pending Air Force spectrum reviews and any state approvals.

The meeting recorded multiple continuances. The Town of Santa Rosa’s alley abandonment and the Bay Breeze Outdoor Kitchen were continued to allow staff to incorporate late comments; Camp Defuniak and Sawmill Phase 2 were continued to later meetings to allow applicants time to respond to significant engineering and health‑department comments. Staff repeatedly asked applicants to supply corrected staff‑report material and title/easement documents where parcel or encroachment questions arose.

Resident concerns appeared in several items. Jim Boone, a Grand Point resident, urged the developer to change the subdivision name to avoid postal and emergency-address confusion; the applicant said the final plat will list the development as Bell Oaks Inlet Beach. Barbara Marano, representing the South Walton Community Council and Draper Lake Coastal Village board, asked the TRC to prohibit outdoor music and events at Sunrise Coffee; staff advised that code restrictions would govern those uses and that any enforcement would be under code enforcement rather than a development-order condition.

On infrastructure, planning staff and the sheriff’s office described a multi-site cell-tower program intended to improve countywide public-safety coverage. Bob Barranti and counsel noted many tower sites have received variances or conditional uses, and that remaining approvals depend on joint spectrum analysis with the Air Force and state-level sign-off. A local resident asked whether adding towers could affect electric service reliability; county representatives said coordination with the local power provider would be part of final engineering discussions.

The committee repeatedly emphasized the importance of accurate records: staff asked applicants to correct parcel IDs, submit revised civil plans, supply title reports and provide clear calculations for impervious-surface and preservation buyouts. When applicants provided timely resubmittals, staff said the projects could proceed to director-level issuance of development orders once outstanding comments were resolved.

The TRC adjourned at 11:50 a.m. with multiple items continued to the June 3 and June 17 TRC meetings and others tentatively continued to July 1 to allow more substantive revisions and external reviews.
