"This past year, we ran into [a fiber issue] with the permit center," Tibold said, and noted a new optical time‑domain reflectometer (OTDR) is in the budget to help diagnose fiber faults more quickly.
Commissioners asked whether next year's device replacement level would return to FY26 levels; Tibold said replacements should normalize but will trend upward as staff/device counts grow. No personnel increases were requested in the presentation; most increases are operational and capital.
Next steps: The MIS requests were entered into the FY27 budget process for evaluation; commissioners asked for followup details on relocation plans and specific capital line items.
