Winfield rolls out internal GIS mapping to speed utility and permitting work

Village public works staff demonstrated a new geographic information system at the Committee of the Whole on March 19, showing how the village consolidated multiple PDF and CAD plans into layered, searchable maps.
Public Works Director Rahat walked trustees through water, sanitary and storm layers, valve and manhole attributes, parcel overlays and aerial basemaps from 2023 and 2025. He demonstrated measurement and area tools and showed how staff can generate PDF maps, identify upstream/downstream sanitary flow and create work orders tied to assets.
The village contrasted two implementation options: a GIS consortium option quoted at $84,000 and a customized HBK setup the village purchased for $18,000. The system currently is internal-only with individual user logins; staff said they would decide which additional datasets to collect (for example, service-line locations and stormwater flow arrows) and whether any data should be made public.
Trustees praised the operational benefits and noted privacy and cost trade-offs for broad public access. Rahat said the system already saves staff time when responding to developer or resident questions and that consultants will be asked to deliver new infrastructure as GIS-ready data going forward.
