ARPA committee reallocates $1 million after Cicero postpones wastewater commitment

County Attorney Sullivan told the ARPA Committee that the Town of Cicero asked to postpone its $1 million ARPA commitment while it completes required State Revolving Fund (SRF) and IDEM review processes and its Preliminary Engineering Report. "They respectfully requested their $1 million commitment be postponed to a later date," Sullivan said, reading the town attorney’s request.
Sullivan and county staff told the committee Cicero had not provided three items the county requested in October 2023. Commissioners expressed frustration about Cicero’s timing and readiness and discussed reallocating the funds to projects the county can advance. Commissioner Christine Altman moved to reallocate the $1 million originally intended for Cicero; Commissioner Steven C. Dillinger seconded and the motion carried unanimously.
Committee members said the county could revisit assistance for Cicero if the town completes the required engineering and state review steps in time to meet ARPA contracting and expenditure deadlines. No new project was specified at the time of reallocation; county staff said those funds would be programmed where most useful to meet ARPA deadlines.
