Cache County Council approves Riverside 2 rezone to RU‑5, allowing up to three lots

The Cache County Council approved ordinance 2026-20 to rezone the Riverside 2 property from Agricultural A-10 to RU-5 (residential), enabling a maximum of three lots including an existing single-family dwelling.

Brian Abbott of Development Services (speaker 13) summarized the application: the 15.47-acre parcel north of Paradise was recommended for rezoning by the planning commission (6–0), and some on-site sensitive areas could reduce the net developable acreage so the request may ultimately result in fewer lots. Owner Wayne Rood (speaker 14) and two family members described a desire to create two additional home sites so their family can remain together and continue working the land.

Council members asked about the proximity to the nearest RU-5 zone and how undevelopable sensitive areas could affect lot yield. Abbott explained that if nondevelopable areas reduce net acreage below the threshold, the number of buildable lots could drop accordingly and that subdivision review and surveys would confirm the final lotting.

A motion to suspend the rules and adopt ordinance 2026-20 (supporting the planning and zoning commission recommendation) was made and seconded and passed by voice vote; no roll-call tally was recorded.

The rezone will allow up to three lots as described in the RU-5 standard, subject to standard subdivision review and applicable development standards and constraints identified in site surveys. Council members noted the planning commission's unanimous recommendation and that municipal annexation considerations were consistent with Paradise's future annexation plan.
