Land Use Planning Commission previews comprehensive‑plan update, seeks public input

Representatives of the Land Use Planning Commission updated the panel on an upcoming comprehensive‑plan update and recent rule activity.
Stacy Benjamin, acting chief planner with the LUPC, said the commission is beginning a three‑phase process to identify new priorities and complete an update to the commission’s comprehensive land‑use plan, which was last revised in 2010. Benjamin said the commission’s pre‑process includes outreach and informational sessions with topic experts and that a public survey is planned for early June to solicit broad input.
Benjamin described outreach plans that include a mailed postcard to property owners using Maine Revenue Service data, an online survey, GovDelivery notifications and in‑person workshops in the fall. She also said the commission has adopted a notice requirement for short‑term rentals and published guidance for accessory structures and that it adopted standards for solar energy facilities and battery storage.
The presenters warned of expected permitting delays this summer while staff positions are refilled; the LUPC said it is reassigning planning staff to assist permitting to minimize delays. Commissioners were asked for input on outreach strategies and to encourage stakeholder participation in the survey and informational sessions.
LUPC staff said the commission expects to present a draft update proposal to commissioners in late winter/early spring of the following year and invited the panel to engage in outreach and follow‑up meetings as the update proceeds.
