Eric Johnson (33), LDC planning manager, said the change implements a board directive and brings the industrial district into parity with other zoning districts that already allow a site‑specific comparable‑use public hearing.
Staff and DSAC reviewed the measure and recommended approval; the Planning Commission voted unanimously to transmit the amendment to the Board of County Commissioners. The amendment formalizes a public hearing procedure by which an applicant may seek a hearing‑examiner determination that a proposed use, though not explicitly listed in the I district, is comparable in intensity and character to listed permitted uses at that specific location. The county’s CUD process employs criteria such as noise, odor, traffic generation, water consumption and vehicle types to determine site compatibility.
Staff noted the Board earlier limited prior comparable‑use approvals to the specific site that applied rather than a county‑wide change; the amendment preserves that site‑specific approach and clarifies the hearing‑examiner procedural steps.
The Board of County Commissioners will consider the proposed LDC text change at a subsequent public meeting.
