Morgan County Commission approves courthouse annex, mitigation plan and multiple routine resolutions

The Morgan County Commission met March 10, 2026, at the Decatur Morgan Tourism office and unanimously adopted a series of routine resolutions covering courthouse renovations, emergency planning, personnel actions and grant acceptance.
Chairman Ray Long presided; Commissioners Jeff Clark, Randy Vest, Matthew Frost and Greg Abercrombie participated. The commission approved the meeting agenda and the minutes of the Feb. 24, 2026 meeting before taking up the resolutions.
Among the actions, the commission authorized Tom Camp, the county Maintenance Director, to solicit quotes for window repairs at the Morgan County Courthouse and designated the Alabama Center for the Arts Performing Arts building as an annex location while the courthouse is closed for renovations. Commissioner Greg Abercrombie offered the annex resolution; Commissioner Matthew Frost seconded it, and the body adopted it unanimously.
The commission approved Resolution 26‑192 to allow the chairman, on behalf of Jonathan Warner, Emergency Management Agency director, to approve the 2026 Morgan County Multi‑Hazard Mitigation Plan, Volume III. The commission also approved a Certificate to Subdivide for property owned by John Andrew Johnson II and Kara Ann Johnson (Charest Road, District 1).
Personnel actions approved under Resolution 26‑194 included a list of additions and deletions for February 2026 across multiple departments. Separately, the commission authorized, by Resolution 26‑195, the extension of leave without pay for Amber Smith to March 7, 2026, at the request of Sheriff Ron Puckett. Resolution 26‑196 authorized the chairman to approve the rehire of Devin Harris under the county personnel handbook provisions for rehiring former employees.
On public safety funding, the commission accepted a Fiscal Year 2026 Alabama Department of Economic and Community Affairs Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $36,100 to purchase a narcotics testing instrument for the Morgan County Sheriff’s Drug Enforcement Unit. The grant acceptance was offered by Commissioner Randy Vest and seconded by Commissioner Greg Abercrombie; the resolution was adopted unanimously.
The commission also authorized the sheriff to declare specified equipment surplus and to sell or dispose of the items, approved the removal and transfer of one 2019 Ford F‑250 (unit #4704) from county inventory to the City of Decatur, and authorized a $1,500 tourism promotion contract with Decatur Morgan Hospital Foundation to support a Dragon Boat Race event.
The board reviewed and approved invoices totaling $512,776.34, which included charges for courthouse renovations among other vendor bills. The commission set upcoming regular meeting dates and adjourned with no further business.

What happens next The resolutions will be recorded in the county minutes; staff were authorized to solicit quotes, execute lower‑level administrative tasks and, where noted, implement transfers and contract execution. The commission scheduled the next regular meetings for March 21 and March 24, 2026, at 9 a.m. at the Decatur Morgan Tourism office.
