Council adopts master-plan amendment to add economic-development strategic plan

The Flower Mound Town Council unanimously adopted an amendment to the town master plan to formally incorporate a recently completed economic-development strategic plan prepared by TIP Strategies.
Ray (economic development) told council the town’s 2001 master plan had the last economic analysis in 2011 and the TIP Strategies work — approved by council in October 2024 — followed a discovery, opportunity and implementation phase. The amendment adds four goals: targeted business development, maximizing resources through engagement and collaboration, purposeful development and redevelopment, and investment in placemaking and related infrastructure.
Council members asked about expected impacts on sales-tax revenue. Ray said the town currently receives about 20–26% of revenue from sales tax depending on the measure cited and that the West Side development is expected to move that closer to 25 percent. He noted vacancy rates of about 3–5 percent make increasing sales tax difficult without bringing new retail and commercial facilities online.
There was no public comment on the item. A motion to approve regular item K2 passed on a unanimous roll call.
What happens next: Staff will proceed with implementation steps in the economic-development plan and bring any required action items back to council for formal decisions.
