Gregg County approves multiple contract renewals and authorizes design, change‑order authority for capital projects

Gregg County Commissioners on April 28 approved a series of procurement and contracting actions, including contract renewals for employee benefits and selecting a design firm for a new agricultural extension facility.

Purchasing staff recommended renewing contracts with vendors that are not requesting rate increases — including MedLife for volunteer vision, Brenson Benefits for volunteer short‑term disability, Benefit Bucks, Cobra Charmers consulting and a pharmacy‑consulting vendor now renamed True Path Sourcing — and the court approved the renewals. A proposed new contract with Voya Financial for long‑term disability and voluntary life was tabled at staff request because negotiations on rates were not complete.

For capital projects, the court approved selection of KSA, Inc. as the best‑value design firm for the new agricultural extension facility after an RFQ process that yielded five responses. The court authorized Judge Bill Stout to sign final contract documents once legal counsel completes review. Separately, under Texas Local Government Code authority, commissioners authorized the county judge to execute change orders up to $50,000 for the precinct 2 and precinct 3 service centers and the agricultural extension facility to avoid construction delays; any change orders exceeding $50,000 must return to the court.

The court also approved a three‑year Microsoft M365 licensing subscription (a small budgeted increase), authorized advertising for an online county auction of surplus assets and ratified collateral pledges/releases used to secure county deposits above FDIC limits. Each procurement motion was made and seconded and the motions passed by voice vote.

The actions clear procurement hurdles for routine county operations and move the agricultural extension facility toward contract execution and construction readiness.
