Matagorda County commissioners approve TxDOT study support, agreements and appointments

The Matagorda County Commissioners' Court on Monday approved a package of routine resolutions, contracts, appointments and donations, including a resolution backing a Texas Department of Transportation feasibility study for a possible truck route near Bay City.
County Judge Bobby Seiferman presided over the Aug. 18 meeting. The court voted 5-0 to adopt the resolution supporting the TxDOT feasibility study; the motion was made by Commissioner Mike Estlinbaum and seconded by Commissioner Troy Shimek.
Why it matters: a study by TxDOT could guide future routing and local permitting decisions affecting freight traffic and county roads near Bay City.
Other approvals during the one-hour meeting included the appointment of Lisa Krobot as Matagorda County’s representative and Taina Frazier as alternate to the H-GAC (Houston-Galveston Area Council) Regional Flood Planning Committee for the term effective May 31, 2025 through May 31, 2027. The appointment motion was made by Commissioner Edward "Bubba" Cook and seconded by Commissioner Charles "Bubba" Frick and carried 5-0.
The court also:
- Designated Tressa Leadford, HR payroll director, as Matagorda County’s primary billing contact for the Texas Association of Counties (TAC) Unemployment Fund and authorized the County Judge to sign the form. The motion passed 5-0.
- Approved the 2025–2026 MASA updated agreement (Emergent Plus, Emergent Premier, Emergent Platinum).
- Approved a Statement of Work from CivicPlus and authorized the County Judge to sign.
- Accepted a $2,000 contribution from Tenaris Bay City Inc toward expenses for a county Household Hazardous Waste Collection Event scheduled for Oct. 18, 2025, and a separate $60 donation from David Parker to the sheriff’s office for equipment; both donations were accepted by unanimous vote.
- Approved a letter from the County Judge to RWE Clean Energy Development, LLC confirming Matagorda County’s applicable permit requirements for the Peyton Creek Wind Farm II Project; the motion carried 5-0.
- Accepted a No Objection Letter permitting construction of a substation for NV5 in El Maton and authorized the County Judge to sign.
- Approved a Software-as-a-Service agreement with Tyler Technologies and authorized the County Judge to sign.
- Approved a pre-payment of $805 to Tim Westphal, Registered License Specialist, for an architectural barrier site inspection and report for the Blessing Community Center (Precinct 4).
Financial and administrative items approved included department collection reports for the County Tax Office (October 2023–July 2025), the Matagorda County Treasurer’s monthly report and monthly investment report for July 2025, invoices for multiple precincts and Justice of the Peace No. 4, payment of bills and emergency amendments. All recorded motions that day carried by recorded voice vote of 5 ayes and 0 nays.
A public hearing to discuss the 2026 Matagorda County budget was opened at 9:47 a.m. and closed at 9:50 a.m.; the minutes record the hearing but do not record a formal budget vote or changes. The court also met in executive session at 10:05 a.m. under Texas Government Code §551.0725 to consult with county attorneys regarding a contract negotiation and reconvened at 10:25 a.m.; no open-session action beyond the reconvene is recorded in the minutes.
The court adjourned at approximately 10:26 a.m. The minutes were approved in open court on Aug. 25, 2025, and the clerk’s attestation appears in the record.
