McCulloch County approves access project, library landscaping and extends disaster declaration; several items tabled
Summary
At its July 14 meeting the court approved CTTC construction to provide access to a Precinct 3 address, approved a library landscaping contract for $4,539, extended a local disaster declaration and held a budget workshop; amendments and a proposed interlocal agreement with Texas DPS were tabled until July 28.
The McCulloch County Commissioners Court recorded several actions on July 14. Key votes and motions included:
• CTTC access request (CR 300, Pct. 3): Approved to allow new construction on the west side of CR 300 to address 6846 so a constituent in Precinct 3 can obtain 911, telephone and internet service. Motion: Commissioner Rod Young; second: Commissioner Randy Deans. Vote: 4-0 (Commissioner Don Bratton had left earlier).
• Library landscaping contract: Approved a Library Service Agreement with Bridge Street Garden Market for $4,539, term Oct. 1, 2025–Sept. 30, 2026. Motion: Commissioner Randy Deans; second: Commissioner Rod Young. Vote: 4-0.
• Extension of Declaration of Local Disaster for Public Health and Safety: Approved extension of a declaration previously filed July 8, 2025. Motion: Commissioner Carol Anderson; second: Commissioner Randy Deans. Vote: 4-0.
• Tabled items: The court tabled amendments to the proposed Interlocal Cooperation Agreement with the Texas Department of Public Safety and tabled the proposed ten-year agreement itself until July 28, 2025. The court also tabled reporting of donations and memorial monies received by the McCulloch County Library for June 1–30. Motions to table were made by Commissioner Randy Deans with various seconders. Votes recorded 4-0.
• Administrative actions: The court approved bills for July 14 (motion by Commissioner Deans, second by Commissioner Bratton; vote recorded 5-0), voted to go into a budget workshop, recessed at 11:58 a.m., reconvened at 1:11 p.m., and adjourned at 3:59 p.m. Motion to adjourn by Commissioner Rod Young, second by Commissioner Carol Anderson. Vote 4-0.
Why it matters: The approved CTTC access project affects emergency and communications access in Precinct 3; the library landscaping contract creates a modest county expense for grounds maintenance; the disaster-declaration extension maintains local public-health and safety authority.
