The Warren County Board of County Commissioners on the record approved a resolution authorizing the Department of Jobs and Family Services to participate in intercounty adjustment of allocations between federal funding pots for calendar year 01/01/2026 to 12/31/2026. The change lets counties transfer portions of Title 20 and Temporary Assistance for Needy Families (TANF) allocations to better match local needs, subject to a new agreement each year and the board’s approval.
James Ryan, deputy director of human services, told commissioners the intercounty exchange is a routine option that allows one county to provide TANF to another while receiving Title 20 funds in return, and that “nothing would be approved without your authorization.” He said counties use the mechanism to tailor funds for programs such as children’s services when allocations are uneven between jurisdictions.
Commissioners discussed how federal dollars flow through state allocations and noted limits on local discretion. One commissioner said that some federal pots (for example, TANF) have not seen significant increases for decades and emphasized the challenge of administering state-mandated programs with constrained resources. The clerk read the resolution authorizing the department to enter these intercounty adjustments, and the board moved and approved the item.
