Board authorizes planning on centralized wellness space using opioid-settlement and Pathways funds

County behavioral-health staff on May 26 asked the Board of Supervisors to approve a plan to use opioid-settlement and Pathways (Round 4) funding to lease, retrofit and potentially purchase a facility for a centralized wellness and substance-use services hub. The staff presentation said some funds must be spent by the end of the fiscal year or they will revert to the state.
Behavioral-health staff emphasized that the proposed space would provide clinical and outreach services (mobile outreach, overdose-prevention, youth prevention and enhanced care management) rather than housing. Staff said the new space would increase capacity because the county’s new building is nearing capacity.
Board action: After questions about training, parental support programs and staffing, the board unanimously authorized staff to move forward with developing a detailed implementation and procurement plan, including community engagement and legal review, and to explore a long-term lease with an option to purchase.
What’s next: Staff will report back with a detailed implementation plan, procurement schedule and any proposed lease terms for further board consideration. Funding restrictions and ADA retrofit requirements were noted as constraints during planning.
