Devils Lake commission approves multiple routine measures, denies a Railroad Ave rezoning request

The Devils Lake City Commission conducted routine municipal business following the Board of Equalization and approved several measures while denying a zoning request for a Railroad Avenue parcel.
In planning and public-works items, the commission adopted a resolution approving plans and specifications for street improvement district project 260102 (work on 3rd, 4th, 6th and 7th streets SE) and authorized calls for bids for 2026 street repair and for curb, gutter and sidewalk work. Commissioners deferred action on a DOT cost-participation and maintenance agreement pending additional legal and advertisement review.
A rezoning request for property at 606 Railroad Avenue SE was recommended for denial by staff and commissioners, who said addressing signage rules rather than rezoning might be more appropriate. The motion to deny passed on voice vote. A separate request along Walleye Drive was approved as a planned-unit development (PUD) with no residential allowed; staff noted that water and sewer extensions, and bulk-water agreements with Greater Ramsey Water District, will be relevant to future development.
The commission approved a final pay estimate to Gleason Construction for the HIF home-sales properties on the south side and approved a three-month extension of a letter of intent requested by Stride Development while federal financing issues are resolved. The commission also approved participation and signature on the combined-subdivision form related to the national opioid settlement; staff said expected funds to the city will be minimal.
On personnel and procurement, the commission approved an updated temporary-employee salary schedule (effective 04/07/2026) that raised low-end hourly pay from $12 to $13 and top-line temporary rates from $21 to $23 to align with an approximate 8% change in full-time schedules. Members voted to table authorization to seek bids for utility pickups, citing sensitivity given recent valuation concerns.
With no citizen comment remaining, the commission approved payment of bills and adjourned.
