Douglas County commissioners approve Pine Tree Meadows setback amendment

The Douglas County Board of County Commissioners approved a major plan development amendment on May 26, 2026, for the Pine Tree Meadows subdivision that establishes 5-foot setbacks for 68 clustered single-family lots and adds limited language allowing encroachments into utility easements with an encroachment agreement.
Eric Pavlenec, representing community development, told the board the amendment (project file ZR2026-003) is a first amendment to the Pine Tree Meadows plan development and would not increase density. "No comments have been received from residents through the review process," Pavlenec said, and he noted the planning commission recommended approval by a 5-0 vote on May 18, 2026.
Mitch Black, a land planner with Norris Design, described the request as a technical cleanup to align the PD document with field conditions and builder product dimensions. "These are becoming much more popular in lifestyle types of housing," Black said of the cluster lots, and he explained the proposed 5-foot setbacks apply only to the 68 interior cluster lots while edge lots will adhere to existing standards.
Jackson Givens, with applicant Integrity Land Ventures, addressed concerns from correspondence dated April 14 from CORE, saying the applicant revised language so "it must be signed by both parties, including CORE and the builder," and that notes on the plat and SIP will protect CORE's easements.
Staff outlined two conditions to be included in the approval: private recordation of technical corrections to the plan development document to the satisfaction of Douglas County, and a requirement that all commitments made by the applicant during the public hearing or in writing be satisfied as a condition of approval.
Commissioner Stewart moved to approve the Pine Tree Meadows plan development first amendment, saying the proposal met the approval criteria with the two conditions; a second was recorded on the floor. The board conducted a voice vote and the chair declared the amendment approved. The transcript does not record a formal roll-call tally or any recorded no votes.
The Pine Tree Meadows Planned Development was originally approved in February 2023; a related subdivision approval this year covered 136 residential lots in a mix of housing types, including 68 clustered lots that are the focus of this amendment. The board noted the next land use and public hearing will be held June 9, 2026, at 2:30 p.m., and then adjourned.
