New water operator reports hydrant flow test; sewer-lining quote discussed

The Mona City Council introduced Carson Cloward as the city’s new water and streets operator and heard an infrastructure update at the May 26 meeting.
Cloward, who said he started about three weeks earlier, told the council he completed the city's 2025 state water-use survey and led a hydrant flow test across town. He said the city's current fire rating is a 6 and that the recent work could bring the rating down to a 5 — possibly a 4 — which would take about six months to go into effect and could reduce homeowners’ insurance rates once the rating changes are implemented.
Cloward also reported shop and yard cleanups and noted a few older hydrants and other maintenance needs. Council members praised the quick progress and asked staff to coordinate quotes and timing for additional work.
On sewer maintenance, council discussed a quote of about $8,200 from a contractor (Advanced Lining) to line two manholes; the contractor would try to piggyback the work with other nearby municipal projects in June to avoid mobilization costs. Council members signaled support for proceeding but discussed placing formal approval on the next agenda rather than approving immediate payment in the meeting. Separately, council discussed an estimated $38,000 quote to replace the control-room air-conditioning system at the treatment plant; staff said payment-plan options were being explored.
