Council authorizes three-year human-resources software agreement after Paycom presentation

The Enterprise City Council voted on May 19 to authorize the mayor to execute a three-year human-capital-management (HCM) services agreement with Takeoff after a vendor presentation and staff recommendation.
Human-resources director Alen Love asked the council to authorize the agreement, listing an estimated annual cost of $173,891.53 and a one-time integration fee (listed in the packet as $34,293.34). The motion to authorize execution carried without recorded opposition.
Earlier in the meeting a Paycom representative, identified as Adam, presented the proposed HCM solution and described the system’s benefits: a single database of record to eliminate duplicate data entry across onboarding, payroll, time and attendance, and benefits enrollment; automation to reduce payroll-processing time; and built-in reporting for compliance. Adam said the vendor’s municipal experience and a single-system architecture could return thousands of administrative hours to strategic work and reduce payroll-processing time by 50%–80% in typical implementations.
City staff said the implementation plan would include data extraction, system configuration, and end-user training over about a 12-week timeline, with ongoing vendor training and a client-health index to monitor utilization and ROI.
The council moved and carried authorization for the mayor to sign the three-year agreement; the contract details will be finalized through the mayor’s office and city staff.
