Commission weighs short-term funding options to keep SAFER grant position

The Chester County fire department reported operational needs and urged the commission to consider bridging funding for a SAFER grant-funded position held by an employee identified in the meeting as Miss Brooks. The department said the grant extension request was denied and that commissioners previously voted to extend the position through January; department leaders outlined the role as recruiting volunteers, conducting outreach and training, and handling mandated reporting.

Commissioners and fire leadership discussed a range of options including a county contribution of $10,000 toward the first portion of the salary, reallocating part‑time lines, or funding the post through county general funds if the grant is not renewed. "If the county would fund $10,000 of first salary…would that be able to work?" a commissioner asked during discussion. Concern was expressed about committing recurring payroll obligations without a sustainable funding source. Several commissioners urged more information and recommended that the budget and fire committees meet before making a final decision.

To allow time for that discussion, commissioners agreed to recess and reconvene on Jan. 27 to further consider how to fund the position and avoid a rash decision. No final action to permanently absorb the position was taken at the Jan. 12 meeting; commissioners asked staff for salary figures and options for short‑term support in advance of the reconvened session.
