Valencia County reviews hazard-mitigation plan draft; public survey yields low initial response

Valencia County’s emergency management staff and a contracted consultant briefed commissioners on progress updating the county’s hazard-mitigation plan on May 20, saying the plan identifies natural-hazard risks and prescribes actions to reduce future losses over a five-year horizon.
The county has completed two of three planning-team working sessions, the presenter said, and has launched a bilingual public survey to gather community experience and priorities. Contractor Theo Verint urged greater public participation: “Our survey is out there. You'll see a QR code... we've only had 32 respondents. I implore everyone in this room to share that survey,” he said.
Staff said the project is funded through a hazard-mitigation grant and is intended to keep the county eligible for mitigation grants and post-disaster recovery funding through federal programs. The consultant outlined required technical tasks, including community assessment, a risk/hazard inventory and FEMA-consistent planning deliverables; a full draft will be released for public comment before final adoption.
Officials said they expected to return a completed plan to the board for formal adoption in early 2027. Commissioners and staff emphasized outreach to increase survey responses and discussed working with local community groups to broaden engagement.
No formal vote or policy change was taken on the plan at the meeting; the presentation served as a progress update and public-engagement call to action.
