Advisory council approves HUD report submissions, authorizes procurement subcommittee

The Washington County Continuum of Care (CoC) board voted to approve submission of four annual HUD reports — the Longitudinal System Analysis (LSA), System Performance Measures (SPM), Point‑in‑Time/Housing Inventory Chart (PIT/HIC) and housing inventory reporting — and designated Washington County to submit the packets.

Drew, who explained the reports, said the CoC must authorize the county to submit the materials and that staff had placed one printed copy of each report in the meeting packet for review. "We submit 4 annual reports each year to HUD," Drew said when briefing the board on required timelines.

The board approved the consent agenda by motion, second and voice vote. The council then considered a separate request to create a five‑member procurement subcommittee to review COC funding applications and make timely recommendations to the board because HUD's funding opportunity timelines can be rapid. Staff argued the subcommittee would include members without conflicts of interest and would help the council respond quickly when notices of funding opportunity are released.

The council moved, seconded and approved the procurement subcommittee authorization; staff recorded at least one abstention during that roll call. The procurement subcommittee nomination will allow staff and the panel to evaluate applications and provide recommendations back to the CoC board for approval.

Both actions were procedural approvals required to maintain compliance with HUD reporting and to prepare for imminent funding notices; no programmatic changes were adopted at the meeting.
