County opens bids for DeWitt solar project as engineer flags road repairs from construction traffic

Two vendors, Blue Sky Solar and Eagle Point Solar, submitted proposals for multiple roof-mounted and ground-mounted configurations. Supervisors discussed anticipated payback periods and incentive timelines and agreed that additional evaluation is needed before awarding a contract.
Separately, County Engineer Kinney briefed the Board on roadway impacts associated with Rock Creek Solar construction traffic along 170th Street. Kinney said crews had informed project representatives that more substantial roadway repairs — including shoulder work, coring, ditching and roadway reshaping — will be necessary after construction traffic subsides. He noted that project representatives have been cooperative and responsive to county requests regarding repairs.
The Board did not award a contract at the meeting; members indicated further review of technical specifications, payback estimates and incentive structures will be required before a formal procurement decision.
Next steps include staff review of bids, follow-up with the vendors on clarifications and a future agenda item to consider awarding a contract once evaluation is complete.
