Representing the applicant, Edwin Watson described the scope as limited tree clearing and installation of erosion controls so the developer can begin work on Mayberry Drive and other internal streets. Watson said the majority of work would remain outside the 25‑foot no‑touch zone and that individual house lots would require separate filings when actual house placement and earthwork are known.
Town staff and commissioners clarified that the action should be a Negative 3 (state/local determination) and Negative 6 under the local bylaw, and recorded a condition that any future buffer‑zone earth disturbance will require a notice of intent or RDA filing. The commission made the vote after confirming that stakes/placards and erosion controls will be used when work commences and that individual lot filings will occur for house placement and grading.
