New Castle council issues proclamation honoring Marcilia Petty

Mayor Valerie Leary read a mayoral proclamation honoring Marcilia Teal Petty, who the proclamation described as a lifelong New Castle resident, former city council member (2005–2017) and a local civic leader who worked on buildings, police, and parks and recreation issues. Leary said the council and city “express our admiration and profound gratitude” for Petty’s service and extended condolences to her family. The council approved the proclamation by voice vote.
