Manor Township supervisors adopt routine resolutions, conditionally approve multiple subdivision plans

Manor Township’s Board of Supervisors met on Jan. 5, 2026, and moved quickly through a slate of routine business, adopting multiple resolutions and granting conditional approvals for several development plans.
Chairman Keck called the meeting to order at 7:16 p.m. The board unanimously approved the consent agenda, which included prior minutes, training approvals, the monthly financial report and accounts payable, department reports and building permits. The supervisors then adopted Resolution 9‑2026 (annual meeting dates), Resolution 10‑2026 (bank depositories) — noting that Supervisor Missy Phelan recused herself from that vote due to employment — and Resolution 11‑2026 regarding the police pension.
Tim Nolt of Nolt Engineering, representing property owner Bryce Ressler, presented a preliminary/final subdivision and land‑development plan for 3055 Anchor Road to split the existing parcel into two lots. The applicant requested four waivers — two related to the Township SALDO (a modification to plan scale and deferment of concrete curbs) and two related to the stormwater ordinance (a modified impervious loading ratio for an infiltration bed and a reduced minimum pipe size for stormwater collection). Nolt said the project team received Rettew’s Nov. 19, 2025 review letter and planned to address its comments. After brief discussion the board moved the plan to action and conditionally approved it based on Rettew’s Nov. 19, 2025 review letter (motion by Supervisor Missy Phelan; second by Supervisor Allan Herr).
The board then adopted Resolution 12‑2026, the sewage planning module for 3055 Anchor Road (motion by Supervisor George Mann; second by Supervisor Dennis Funk).
A final lot add‑on for 588 Owl Bridge Road was placed on the February agenda after staff reported no applicant representation; supervisors said applicant attendance was preferred to avoid setting a precedent for absent applicants.
Bill Swiernik of David Miller Associates presented Phase II of the Bender Mill Road subdivision, a 48‑unit addition that would extend Money Hill Road to Christian Drive and connect to Bender Mill Road. Supervisor Funk recused himself from voting on this item due to a conflict. The board conditionally approved the Phase II plan based on Rettew’s Nov. 10, 2025 review letter (motion by Supervisor Allan Herr; second by Supervisor George Mann).
Representatives from Barley Snyder and David Miller Associates described revisions to a recorded 2017 lot add‑on plan for LCSWMA to make the plan consistent with two 2024 municipal approvals: a text amendment to Sections 425‑105T and 425‑105U of the Manor Township Zoning Ordinance allowing landfill materials on a portion of the former PPL utility corridor, and a May 2, 2024 zoning decision amending condition 16A of a 1986 decision. The revision updates document titles, public‑meeting notes, dimensional details and the designated fill area. The board moved the item to action and conditionally approved the revised lot add‑on plan based on Rettew’s Dec. 19, 2025 review letter (motion by Supervisor George Mann; second by Supervisor Dennis Funk).
The supervisors also approved an agreement to void a recorded plan for 560 Shultz Road (motion by Supervisor George Mann; second by Supervisor Dennis Funk).
On personnel matters, the board accepted the resignation notice of employee Tom Moser, effective Feb. 1, 2026 (motion by Supervisor Missy Phelan; second by Supervisor Allan Herr), and accepted the resignation of employee Bill Hess, effective Dec. 23, 2025 (motion by Supervisor Dennis Funk; second by Supervisor Allan Herr).
The board received an Act 14 notification for 3165 Charlestown Road and a notice of application from Brookfield Renewable; no action was required on either item. The board authorized the Township Manager/Zoning Officer to send a draft ordinance amending Section 112 of the Zoning Ordinance (a proposed data‑center update) to the Lancaster County Planning Commission and the Manor Township Planning Commission for review and comment, and authorized the township solicitor to prepare the required public‑notice advertisement (motion by Supervisor Allan Herr; second by Supervisor Missy Phelan).
With no further business, the board adjourned at 7:45 p.m.
Next steps: applicants whose plans were conditionally approved must satisfy outstanding Rettew review comments and any municipal conditions before final recording or permitting.
