Public works staff and recreation supervisors told the board the Ridge parking lot has deteriorated to the point that temporary gravel repairs are insufficient and the surface will require repaving.
"At some point that parking lot is going to need repaved," Jared said after the township swept and added 1A gravel to the worst ruts; he said the lot is in far better condition than immediately after winter but noted that bus traffic accelerates damage. Supervisors discussed whether the school district or recreation commission should share costs; the board’s attorney and HRG are reviewing lease language and ownership records.
Staff told supervisors the Ridge is co‑owned by Westmont and Upper Yoder and that Southmont and the school district have disengaged, which affects management and cost responsibility. The board agreed the solicitors should negotiate options for cost sharing and consider restricting school-bus turning at the site if shared funding is not secured. HRG is completing a feasibility study and the supervisors said there will be public meetings as part of that planning process.
Recreation staff suggested public input will be solicited through the feasibility process and noted the Ridge could be redeveloped with improvements if partners agree on responsibilities and funding. The board did not set a timetable for repaving but directed staff to continue coordination with the feasibility consultant and counsel and to return with options.
