The full story
Board members reviewed a first reading of edits to the library-card policy that would clarify reciprocal-borrowing language (explicitly naming Pacific Grove and Carmel) and modify residency-verification procedures. Director Edwards said the change would make Monterey’s policy consistent with neighboring libraries that verify photo ID rather than address, noting that some libraries have removed address fields from circulation records to protect privacy. Trustees debated the operational impact: staff said strict address verification consumes staff time for a tiny number of nonresident fee cases (staff estimated only about four such cases) while trustees asked how military families and out-of-state students should be treated. Staff confirmed photo IDs and student IDs are typically accepted; the board agreed to correct replacement-card language to remove outdated address-verification references.
