Irondequoit board workshop approves appointments, software contract and accepts $75,000 ASPCA grant

The Irondequoit town board at a Feb. 9 workshop approved a set of routine personnel appointments, procurement actions and grant acceptance designed to support town operations this year.
Supervisor Protoone announced a pending appointment of Steve Bars to a town board seat; Bars is scheduled to be sworn in at the board—ebruary 17 meeting. The board also supported a resolution to appoint Hannah Reynolds to the Community Center Clerk 2 role, a position described as overseeing front-desk and receptionist operations Monday through Friday.
The board authorized several procurement-related measures: using fund balance to replace a vinyl cutter used for in-house sign production, a parks mower and a shop floor sweeper; entering into a cloud-hosted municipal code and compliance contract with Online Solutions LLC (CitizenServe) to replace an on-premises system and allow field access; and authorizing the supervisor to enter into a legal-services agreement after an RFP process that resulted in retaining town attorney Pete Waner.
The board accepted a $75,000 ASPCA New York shelter standards implementation grant to fund an animal isolation area and kennel upgrades required by New York State. Staff said the award requires no local match and exceeded the town's request; the grant will require a final report upon completion.
Intermunicipal and event-related authorizations included a paving agreement framework with the City of Rochester to align paving to major intersections and allow Rochester to reimburse town work within city jurisdiction, and an agreement with George W. Long, Inc. to provide security support at the annual Shamrock Jack's St. Patrick's Day festival with full reimbursement for an officer's salary and benefits.
Public-safety and training actions included authorizations for two peer-support team members to attend a two-day Group Crisis Intervention course and reimbursement to Livingston County for a lateral officer's training cost under General Municipal Law —72-C (the amount cited in the workshop was $1,365).
On recreation programming, the board moved, seconded and approved a resolution to amend and enter into contracts with vendors for youth, family, adult, group exercise and senior programming for 2026 to add instructors; the motion carried with one recorded opposition (the transcript does not name the dissenting member). Shannon presented the contracts and program expansion rationale.
Supervisor Protoone also explained the board's decision to cancel Winterfest due to weather and vendor concerns and apologized to volunteers and organizers.
Next steps and follow-ups: staff will finalize contracts and return any required documentation for approval at the Feb. 17 meeting or through administrative processes. The board scheduled the next regular meeting for Feb. 17, 2026, at 7 p.m.
