Staff told the board the proposal adds a 12.8‑kilowatt ground‑mounted array to an existing 22‑kilowatt array on a 7.9‑acre residential parcel, sited in the back of the property and screened by forest. Staff prepared an EAF Part 2 noting a small potential impact on soil/erosion, flagged the site for Indiana bat habitat (but indicated no tree‑clearing is proposed), and reported the State Historic Preservation Office screening found no archaeological impact.
The board voted to adopt EAF Part 2, then EAF Part 3 and a negative declaration of environmental significance. The board then adopted a conditional final approval resolution for the site plan and special use permit; the resolution requires the applicant to pay any outstanding fees and comply with the conditions listed in the approval.
Chair noted the project will not be visible from the street or neighboring properties; staff emphasized that no tree removal beyond the disturbance limits is proposed and that bat‑habitat protections must be respected. The motion to adopt the environmental findings and to grant conditional approval carried, with at least one member recorded as opposed in the roll call.
