Joseph McElhenney, Executive Director of the Milanof‑Shock Library, addressed the Rapho Township Board of Supervisors during the public‑comment portion of the April 2, 2026 meeting. McElhenney reported first‑quarter 2026 circulation to Rapho residents of 7,063 items at the Milanof‑Shock Library and 4,109 items at the Manheim Library. He also reported that the Milanof‑Shock Library stopped processing passports on February 12, 2026.
