Commission approves short-term rock repair at Kelly's Bay while watershed study proceeds

The commission approved an emergency shore-bank repair at 79 Old Fish House Road in Kelly's Bay as a short-term measure to control erosion and sediment flowing across the roadway onto the beach.
The presenter described the existing rain garden as "very overgrown and very undersized" and said overflow from a roughly 10-acre watershed was washing material down onto the beach. "The solution is really quite simple," the presenter said. "Cover it with filter fabric and put a layer of trap rock over it" as an interim filter and stabilizer while a larger upgradient watershed study is completed.
Commissioners asked about the timeline for the watershed study and whether an enlarged rain garden would be preferable to rock. One commissioner said they would "like to see the rain garden expanded," but acknowledged the emergency nature of the problem and voted to approve the short-term fix and grant a variance to allow work within the 50-foot buffer zone for immediate stabilization. Staff were instructed to draft order conditions for the next regularly scheduled conservation commission meeting.
The commission noted this interim approach is intended to halt ongoing erosion and that more comprehensive, long-term solutions are expected to follow from the watershed study.
