Planning board reports progress on Niskuna Harbors, Kia site plan and multiple local developments

The proposal includes a deeded green swath to the town to connect with the canal and a kayak launch; staff stressed drainage, wetlands and density will be further studied and that building types and spacing remain subject to refinement.
3900 State Street (Kia dealership): The applicant submitted a revised site plan with increased green space, subsurface drainage to avoid a visible detention pond and a reconfiguration that pulls parking away from adjacent residences. Staff described the current package as improved from earlier versions and said the project is headed to a February resolution.
Momentum (2750 Balltown Road) and other projects: Momentum intends to modernize and reconfigure its R&D buildings with a central link and interior renovations; the square footage reduces slightly and operations will continue during construction. Staff also noted tenant changes, signage, and several minor subdivisions and lot‑line adjustments under review.
Why it matters: These approvals and hearings shape future housing density, river access, and commercial character in town. Staff emphasized project‑level drainage, connectivity and neighbor outreach as recurring review topics.
Next steps: The planning board will schedule the Niskuna Harbors public hearing and continue technical reviews (drainage studies, density testing and final site plan refinements) before any approvals. The Kia site plan is expected to move toward a resolution in February.
