Mélissa, the assistant secretary for decarbonization, presented a draft state decarbonization plan that centers equity, affordability and scenario-based modeling as the state charts pathways to deep emissions reductions by 2050. She told the council the plan frames sectoral strategies across transportation, buildings, electricity and industry and uses multiple modeled scenarios to test how technologies and policies interact.
