The presenter said the plan's objective is deep decarbonization with a 2050 net-zero goal and that the modeling will be updated as technology and federal policy change.
During Q&A, council members pressed staff on how priorities would be operationalized in regulation and how the state would avoid passing costs to vulnerable households. Mélissa said the plan will incorporate affordability analysis and that staff plan to use RFQs and consultants to design demonstrations that reconcile technological pathways with equity outcomes. Daniel Conor, who the meeting identified as a federal grants manager on staff, described outreach plans and noted that community workshops, small-group exercises and recorded sessions will feed into subsequent refinements.
The presentation included operational details: the team will run scenario runs, publish materials for public review, and convene both in-person and virtual engagement sessions. Staff invited written feedback and said the RFQ and further documentation would be released soon to support transparent decision-making. The council then moved into breakout groups as part of the planned engagement exercise.
