Conservation commission approves three MBZA requests, including pedestrian changes and shoreline‑buffer retroactive corrections

The Franklin Conservation Commission approved multiple municipal‑bylaw zoning variances and administrative (MBZA) items at its April 9 meeting.

At 680 Pleasant Street, applicants Jesse Fanuelli and Paula Carney requested a small vestibule on an existing patio and removal of a steep front walkway and steps to reduce impermeable area. Commissioners discussed wetland buffer lines (25‑, 50‑ and 100‑foot zones), a previously installed structure that appears within the 25‑foot buffer and some tree‑limb removal already performed. The commission approved the MBZA and amended the record to include the previously constructed structure and the limb removal, and required simple erosion controls (burlap rolls or similar) and a planting/seed specification to be submitted for staff approval.

Separately, the panel approved a 14x20‑foot shed at 58 Daniels Street that encroaches modestly into the 100‑foot buffer; the owner described the shed as adjacent to an existing pool patio and commissioners approved the MBZA without additional conditions noted on the record. The commission also approved a tree‑removal MBZA for 8 Cardinal Drive after a windstorm damaged a large pine; the owner will leave stumps in place and remove fallen and hazardous trees using driveway access.

Commissioners stressed that work within buffers requires appropriate erosion controls and plantings and reminded applicants to seek permits before retroactive or additional buffer‑zone work.
