Developer tells council three‑month delay on identical permits is hampering construction

Bouchek, who said he has built hundreds of apartments in Lincoln and provided a plot plan to the council, said his second‑phase application was filed Dec. 4 and remains unissued. "It is absolutely absurd that I am 3 months looking for permits for exact same copy buildings," he said, and he urged the council to "put some pressure on the building and safety department" and to "tell them to issue the permits." He said contractors are ready to work and described the delay as blocking construction and jobs.
