Brad Sya, the city’s Director of Building and Fire Safety, told the commission the amendments clarify existing practices, add a definition for 'large home' and codify options already being used by developers to support missing‑middle housing. The change would allow a four‑unit structure subject to IBC requirements (sprinkler systems and fire alarms), and staff said the amendments are not intended to add cost to new commercial or residential builds.
Commissioners asked about the cadence of code updates and the administrative process; staff said updates are performed as needed and that the last substantive amendment occurred in 2024 for electrical code changes. The commission recommended the ordinance by unanimous 6–0 vote; the recommendation will be forwarded to City Council for final action.
