Cornwall board asks state to fund Westshore rail feasibility study

The Cornwall Town Board unanimously approved a resolution formally requesting New York State, regional planning agencies and transportation authorities to fund and initiate a feasibility study to evaluate restoration of passenger rail service on the CSX River subdivision (Westshore line).
Public commenter Malaki Ler Clearary urged the board to support the measure, saying the region needs alternatives to driving and citing the Hudson Tunnel and Penn Station projects as infrastructure that improves regional rail capacity and makes a one‑seat ride to New York City more feasible.
The resolution directs certified copies to Governor Kathy Hochul, State Senator and Assembly representatives, Congressman Pat Ryan, the New York State Department of Transportation and the Metropolitan Transportation Authority. Board members voted to waive reading of the resolution and approved it by roll call.
Supporters framed the resolution as a request for study rather than a commitment to construction; the measure asks state and regional bodies to evaluate feasibility and next steps.
