The Board of Trustees received a multi-year update to the town's Engineering and Infrastructure Design Standards and Construction Specifications on Tuesday and directed staff to proceed with minor municipal-code and comprehensive-plan technical updates.
Community Development Director Anne Johnson said the standards have been "lovingly and diligently scrubbed for the past two and a half, three years" and recommended the board adopt the 2025 document by reference and add a slip sheet to the comprehensive plan clarifying that developers should consult the new standards rather than older comp‑plan road profiles.
Engineering Development Review Manager Luke provided chapter-by-chapter highlights: updated navigation (clickable links/bookmarks), removal of redundant landscaping/irrigation documents, new MS4 and tracer-wire requirements to match state standards, clarified typical street sections and overlay-district references, increased trunk sewer and water mains along section lines to accommodate future growth, new sump-pump routing guidance, and reference to county street-light and dark‑sky requirements.
Luke said the changes also add more specific construction materials and fixture guidance so that town infrastructure is consistent across projects. "One of the major items was to bring this document into the 21st century with clickable links and bookmarks for all the chapters and sections," he said. Trustees asked follow-up technical questions; staff said the amendments to chapter 30 would be minor (updating the year) and that the insertion of a comp-plan slip sheet would be handled as a separate, referenced administrative item.
Next steps: staff will finalize ordinance language and the comp-plan slip sheet and return with the formal ordinance, related attachments, and any corrections to chapter cross-references.
