Board approves payment for Morningside Road engineering; highways chief flags bridge-inspection changes and local projects

The Dodge County Board of Supervisors on Sept. 17 approved a $69,550 payment to Burns & McDonnell for engineering and survey work on the Morningside Road improvements project (Project 185002), representing 10% completion. The Board noted the payment will be made by the Fremont Municipal Inland Port Authority but required county approval because the work concerns a county road. County officials said further engineering invoices are expected around the end of October (60% completion) and the end of November (90% completion), and that groundwork is estimated to begin in August–September 2026.
Highway Superintendent Scott Huppert updated the Board on maintenance and capital work across county roads. He reported grading continues on County Road O off Highway 79, shredding and culvert repairs are ongoing, and J & R Concrete is progressing on County Road 2 (work will pause for harvest). On Herman Scribner Road the contractor completed epoxy lining of culverts, a process Huppert said "saves a lot of money" and reduces complete road closures.
Huppert said the Union Pacific Railroad design and surveying team is working on a project at County Road 6 and that work may begin in November if weather permits; otherwise it will be pushed to spring 2026. He also noted the State completed most signage on Platte River Road and that the county is finalizing signage where County Road 4 and Ridgeland Road meet Platte River Road. Huppert said the City of Fremont will move underground power lines near a box culvert project on Luther Road and the county does not yet know whether the city will request county financial support.
On bridge inspections, Huppert reported he attended a refresher course and described substantial changes to the inspection process that will be implemented by 2028. He recommended hiring a consultant to assist with the increased workload because current staff resources are limited and said the State's bridge match program ends this year; he suggested notifying state senators about continued funding needs and recommended sending a road committee member to a legislative conference on Oct. 9.
The Board approved the Burns & McDonnell payment unanimously and received the Highway Superintendent’s updates for planning and follow-up actions.
