Bureau's Connect system passes external testing; soft launch planned

The Bureau for Private and Postsecondary Education told its May 26 advisory committee that the Connect licensing and reporting platform completed alpha and beta testing with external institutional representatives and will move into a phased soft launch.
Jason Pichoni, chief information officer for the Department of Consumer Affairs, said testers used the platform to view and, in some cases, edit institutional information, submit annual and quarterly filings and pay required fees. He described the testing as successful and said the bureau plans outreach campaigns over the next two to three months to authenticate institutional representatives and enroll them in the system.
Pichoni said the system's initial external-account model associates one external account with one institution, which meets many users' needs. "If I were an institutional rep that potentially had several institutions," he told the committee, the bureau would work with the institution and the rep to accommodate that arrangement. Staff are working to enable a multi-institution view for single representatives.
Committee members did not vote on the update but asked procedural questions about authentication, multi-institution accounts and timeline. The bureau said outreach and onboarding for institutions would include instructional support and opportunities to assist users with authentication and data submission during the soft launch.
The Connect rollout will be a practical change for institutions used to the legacy system; the bureau emphasized training and assistance during the transition and said further updates would be provided to the committee as the soft launch proceeds.
