Planning board forwards comments on draft comprehensive plan, raises concerns about schools and housing

The Cornwall Planning Board discussed the draft comprehensive plan and agreed to forward board members' written comments and meeting minutes to the town board for consideration.

Several members expressed support for streamlining processes (for example, lot-line changes) and for expanding the planning board's powers, including limited architectural review in business areas. At the same time, multiple members voiced concern that the draft's encouragement of increased housing, including mixed residential development and expanded accessory dwelling unit (ADU) capacity, did not explain how the town would address effects on the public school system and recreation infrastructure. "I struggle with the comp plan's recommendations for increased housing on multiple levels and there not being any way to address how that affects the public school system," said one board member.

Members also suggested creating an official business district and a historic overlay to support downtown grants and preservation, and discussed strengthening special-permit criteria in light of recent New York State environmental-review reforms. The board moved to forward its comments to the town board so the municipal board can consider each board member's input when finalizing the draft.
