Supervisor Amber Garman moved, and Supervisor Howard Haas seconded, a resolution (No. 05-26-26-01) adopting the board’s recommendation; the motion passed by roll call vote. Master Matrix Delegate Corey Petersen reported the facility scored 455 points on the county’s Master Matrix, and county auditor Tammy Eden was directed to send notice of the board’s recommendation to the Iowa Department of Natural Resources.
The board opened a public hearing on Site #1 and recorded that no public comments were received in writing or in person before closing the hearing. Separately, a motion to open a hearing on Brent Murphy Site #2 failed on a roll call vote because the construction-permit application contained incorrect information; the county said it will publish notice of a hearing once corrected information is supplied.
The resolution adopted by the board states the Master Matrix used to score the application is filed in the Kossuth County Auditor’s Office; it records that the board’s Master Matrix Delegate scored the application identically to the applicant and that the site met the county requirements. The board’s action is a local recommendation to the Iowa DNR; final permitting authority rests with the state agency.
Next steps: the county auditor will notify the Iowa DNR of the board’s recommendation on Site #1, and the board will republish notice and reschedule the public hearing for Site #2 after corrected application materials are received.
