Commissioner remarks and consultant input centered on a commonly cited NFPA metric (500 gallons per minute at 20 psi for hydrants) and other fire-flow thresholds used for sprinklered dwellings. Speakers asked whether developers could meet that flow using wells, storage tanks (examples discussed: 5,000; 10,000; 25,000; 30,000 gallon tanks), booster pumps and larger distribution mains, or whether such requirements are impractical for three-to-five-acre lot subdivisions.
A developer said that forcing hydrant-level infrastructure on lower-density projects could make central systems cost-prohibitive and incentivize individual wells, which may increase total groundwater extraction. Several speakers proposed alternatives: requiring larger entrance tanks (25,000–30,000 gallons) with operator or monitoring requirements; allowing phase-based approval tied to construction; or using bonds to guarantee system completion and operation.
County staff and consultants noted statutory and NFPA constraints and that some exemptions exist when hydrant-flow is "deemed impractical." Commissioners also discussed operational realities: storage tanks can provide an hour of fire flow per NFPA guidance, but sustained pumping from a well typically cannot match hydrant flows without large storage and pumping capacity. Speakers urged careful drafting so the county does not inadvertently block feasible, water-conserving central systems.
The workshop produced no immediate code change; staff were asked to consider draft language clarifying when hydrants are required, acceptable storage/tank sizes, monitoring or operator requirements, and potential bonding or notice-to-buyers when final TCEQ or fire-flow approvals remain outstanding.
