A staff member told the Waterloo Utility Board that the proposed ordinance language would require written applications for construction utility service (electric, water, gas, sewer) and make a refundable deposit part of the process for builders and contractors. "The application I think is the easiest thing," the staff member said, describing the current practice where building permits were sometimes used to start utility service without a formal application.
