Orting seeks temporary license from Pierce County so Charter Park construction can continue

City staff told the council that Pierce County currently holds title to the Charter Park parcel needed for RCO grant work on sports courts and a pump track, and that a license or lease from Pierce County is required to keep construction moving while ownership is transferred.
"We are actively working on getting that ownership transferred. They're very amenable ... we anticipate about 6 months for that to happen," Michelle, the city’s activities and events coordinator, said. She asked the council to allow the mayor to sign a license agreement with Pierce County so grant work can continue and staff confirmed the license involves no exchange of funds.
Council members supported taking the license to a standalone agenda item on April 8. Council member Reid asked how the ownership oversight was missed; Michelle said earlier assumptions about abandoned‑railroad RCW ownership and prior county land work left a gap that staff are now correcting. Mayor Scott Brennan said the transfers began as federal deeds to Pierce County decades ago and that a county staffer who had managed those transfers passed away before completion, creating the paperwork gap.
Staff said they will bring the license agreement and related documents to the April 8 meeting for formal council action so construction funded by RCO grants can continue without delay.
